CS Duale Launches KAISF 2025-2030 and 47 County HIV Plans

Health Cabinet Secretary Aden Duale formally launched two landmark instruments for Kenya's HIV response on June 18, 2026: the Kenya AIDS Integration Strategic Framework (KAISF) 2025-2030 and 47 individual County Syndemic Operational Plans — setting a national target of fewer than 1,000 new adult HIV infections per year by 2030.

What KAISF 2025-2030 Actually Does

The framework's defining feature is its adoption of a syndemic lens — recognising that HIV intersects with tuberculosis, sexually transmitted infections, viral hepatitis, mental health conditions, and non-communicable diseases. Rather than managing these as separate vertical programmes, KAISF mandates integrated service delivery at facility level. CS Duale launched both instruments during the NSDCC's 2026 Joint Annual Programme Review (JAPR) in Nairobi. The 47 County Syndemic Operational Plans give each county government a tailored roadmap aligned to its specific disease burden.

What Comes Next

Implementation monitoring will run through NSDCC's annual review cycle, with the next JAPR — expected in 2027 — serving as the first major milestone check on county progress.
