Director General David Kariuki said investigators confirmed the facility is registered as a Level 3B health centre, which is expected to stabilise emergencies. “We have confirmed that this facility is registered as a Level 3B that should have the capacity to provide emergency stabilisation services, and due to that reason, the facility has already been earmarked for closure,” he said. He added that every registered facility must stabilise a patient even when it cannot deliver the full definitive treatment the patient ultimately needs.
Outside-gate delivery and the staffing defence
According to witnesses, the woman arrived seeking maternity help but was not admitted, then gave birth outside the facility before transfer to another hospital for emergency and post-delivery care. The baby was safely delivered. The facility later explained that its clinician was attending another patient and that staff were unavailable at that moment, advising the woman to go elsewhere. KMPDC’s position is that emergency assistance remained obligatory regardless of that staffing explanation.
