Kenya has a very diverse population that includes most major ethnic, racial and linguistic groups. Majority of the country’s population belongs to various Bantu sub-groups, with a significant number of Nilotes. Most Bantu’s are farmers and some prominent in Kenya include the Kikuyu, Luhya, Meru, Mjikenda, Swahili and Kisii people. Cushitic people foam a small ethnic minority of about 2%, mostly represented by Oromo Somali speakers. In Kenya Swahili and English are official language in the various ethnic group. They are an entrepreneurial community and have establish themselves in business sectors, particularly in Eastleigh.

In Kenya we have nearly a total of 69 individual languages spoken in Kenya. The Kenya’s diversity is such that its largest ethnic group is the kikuyu making up for less than fifth of the country population. Kenya politics have been characterized by ethnic tensions and rivalry between the larger groups, devolving into ethic violence experienced in the 2007 -2008 Kenya crisis across.

Residents of the city of Nairobi have faced an analogue television switch off scare since late last one in 2012. The high court of Kenya however suspended this switch off until after the general elections which were held in March 2013. The court in Kenya asked the Consumer Federation of Kenya (CoFEK) and the Communication Commission of Kenya to deliberate and agree on a suitable date for the switch off of analogue television sets.

A concern was raised as regards the switch off that had been slated for December 2012. Only ten percent of Kenyan television owners have acquired the digital set boxes required for the digital move.  With this in mind, then many Kenyans would be locked of the election polls news during the last elections in Kenya. All the digital set top boxes in Kenya require a monthly subscription fee which goes as high as KSH 5,000 depending on the service provider you choose.

Currently there is an advert on television asking Kenyans to prepare for the digital move as the analogue televisions will be locked by December 2013. With a digital set box,  the images and sounds will be processed electronically and then transmitted in this format. The RRC- Regional Radio Communications Conference which was held in Geneva, Switzerland in 2006 set the 17TH of July 2015 as the deadline for all countries to have moved from analogue to digital migration. Analogue technology in Kenya is getting obsolete with time not to mention it is quite expensive to maintain. With digital television, Kenyan consumers are guaranteed of better sound and image quality. With the digital set boxes, other multimedia data and entertainment services will also be available in Kenya. The set top boxes decode the digital transmissions to a video signal so that they can be displayed on the television screens.

Most people in Kenya will not need to buy other television sets for this shift. If your television set has the audio and video outputs, you will just plug in the set box. For those whose sets do not have these outputs, they will unfortunately have to buy other television sets all together. This will be a rather financially draining move especially for those who have to buy new television sets in Kenya as well. The monthly subscription fee is always another hurdle that will prove too high for most Kenyans.

Bob Collymore, the CEO of Safaricom had to record a statement at the CID headquarters following allegations of unregistered SIM cards. The rumour of his arrest was all over and was actually held for a period of time. He was not the only CEO who had to do the “walk of shame” down to the station. Orange, Mickael Ghossein, was also doing the same at Kilimani police station and other CEOs were doing the same at different stations.

The CCK has put high pressure on the 4 CEOs of the mobile service providers in Kenya due to the Westgate massacre. It is suspected that the terrorists were able to plan and carry out the heinous act by communicating using unregistered SIM cards. Therefore, there are no means to trace the communication lines the terrorists used hence the need to reprimand the service providers.

The central issue is trying to pin part of the blame on the service providers. Unregistered SIM cards might have been used to initiate the attack, but that is just the tip of the iceberg. Unregistered SIM cards should have been deactivated, but this should not be set as a major contributor to the attack. There were several means of communication that were used and our Kenyan Intelligence needs to uncover more information on this.

It seems that the law is no longer making the crème de la crème of the society receive the softer side of the law. It was commendable of the CCK to get to the core of the issue which is apprehending those at the top of the food chain. Our leaders need to ensure that they are in control of their companies and get hands on experience.

If the CEOs would have probably taken it upon themselves to personally get down to the nitty-gritty they would have been saved the embarrassment. A more hands-on approach to their business will save them millions and legal issues. I think this should be a lesson to the majority that they are liable for their actions. To avoid being hoisted back into the police station the leaders at the top of the food chain need to be more alert and in touch with their organizations.

However, the CEOs had a stand on this issue after being grilled by the police. They came together and through the press, cited that there were no unregistered functioning SIM cards. They claim the police is seeking an excuse to divert attention from their faults and shortcomings. Well, one wonders why there is a blame game when there are significant terrorist threats facing our country?
