Ruto: insure all 107,000 CHPs under SHA this month — Sh390m national, counties match

One hundred and seven thousand Community Health Promoters are supposed to move onto SHA medical cover this month, President William Ruto said — with the national government putting up Sh390 million and counties expected to match, Capital FM reported from a State House session with roughly 8,000 Nairobi CHPs.

Nairobi Governor Johnson Sakaja had already released more than Sh30 million toward the county share. Health CS Aden Duale and PS Mary Muthoni were present as Ruto cast CHPs as the first contact point before dispensaries and hospitals, and as the practical salesforce for preventive care under BETA and UHC.

The numbers used to defend SHA

Since the CHP push launched in October 2023, about 9.4 million households — more than 30 million people — sit on e-CHIS, he said. National facility payouts under SHA were put at Sh170 billion, with Nairobi hospitals taking Sh32 billion. He again contrasted SHA’s roughly Sh12 billion monthly facility flow with NHIF’s old Sh5.6 billion every three months, and said hospitals would receive another Sh12 billion for this month’s services. Council of Governors can publish a county-by-county match-funding table within 14 days. Without that grid, Sh390 million remains a national headline while some counties free-ride. CHPs should check whether spouses and children are on the same SHA product Ruto described as dignity cover — wording that only matters if the policy schedule says so.
