“He has been arrested. He is the individual identified as having fatally shot Dr Mutiso,” Director of Criminal Investigations Mohamed Amin said at DCI Headquarters, naming Police Constable Elijah Kibelion Kimoi of Karinde Police Post (Kikuyu Police Station) as the officer who allegedly pulled the trigger on mental health specialist Dr Victoria Mutiso, Eastleigh Voice reported.
Mutiso, former director of the African Institute of Mental and Brain Health, was fatally shot on the morning of 29 July 2026 while travelling to work in a hired taxi. Around 9.23 am in Mawensi, Upper Hill, the taxi met a black Toyota Prado that had partly blocked the road; gunfire came from the rear-left where she sat. The driver raced to Kenyatta National Hospital; she was pronounced dead with three gunshot wounds. The matter was booked at Kilimani under OB 35/29/07/2026.
Rogue officers, exhibits and the land file
Amin said Inspector Kenneth Kipkemboi Sang, OCPD of Nderi Police Post under Kikuyu, allegedly linked financiers to the hit team and sourced the weapon; he is on the run. Detectives recovered a Mini Jericho pistol and a magazine with 12 rounds of 9mm ammunition issued to Sang. Motorcycle rider Kelvin Ngugi Kinuthia (bike KMGZ 780D) is alleged to have ferried the gunman; the bike is an exhibit. Daniel Mwangi Njoroge is named as alleged organiser and Prado driver (KDH 600A). PC Bett Kiplangat Collins of Thogoto Police Post has also been forensically placed at the scene and is on the run.
Amin described the plot as a “betrayal of the uniform,” saying analysis of witnesses and evidence — not fully disclosable while the matter is in court — points to a long-running land dispute culminating in Civil Suit ELC/E111/2025 filed by Rose Mbithe Mulwa at Machakos Law Courts.
