Agricultural output hits Sh4.07 trillion as GDP share rises to 23.2%

Sh4.07 trillion — that is the value the Council of Governors put on Kenya’s agricultural output for 2025, up from Sh3.64 trillion, with the sector’s GDP share climbing from 22.4% in 2024 to 23.2%, Eastleigh Voice reported from the 2026 State of Devolution Address.

CoG chair Ahmed Abdullahi used the Economic Survey 2026 numbers to argue that devolution is not only about hospital payrolls and roads: food systems still carry the economy’s rural employment and household food security load. Agriculture is fully devolved, so county budget choices on extension, irrigation and markets show up in national aggregates with a lag.

Growth with uneven sub-sectors

Abdullahi said strong value-chain performance drove the headline even as some sub-sectors still lag. That split matters for farmers: a national trillion-shilling celebration can coexist with county-level input-price pain, post-harvest loss, or livestock disease shocks that never make the GDP roundup.

National policy still sets trade, tax and seed rules; counties run the last mile. When CoG claims credit for the Sh0.43 trillion output jump (4.07 minus 3.64), Treasury and the agriculture ministry will want to see which programmes — fertiliser, mechanisation, cooperatives — actually moved tonnage versus weather luck.

What a useful follow-up looks like

Publish county-level production and budget-execution tables beside the national Survey. Without that, “counties drove growth” stays a podium line. Farmers’ unions should also ask how much of the 23.2% GDP share reaches smallholders after middlemen and logistics take their cut.
