Jukwaa la Usalama was too much ado about nothing

When the Ministry of Interior launched its community security engagement programme in 2024, the fanfare was considerable. Officials spoke of a new relationship between the state security apparatus and ordinary Kenyans — a platform for dialogue on crime prevention, policing accountability, and emergency response. Community forums were convened across multiple counties. Posters went up. Press releases were issued.

The results, measured against those stated ambitions, have been modest at best.

Across the counties where the programme operated, participants reported a familiar pattern: meetings were held, concerns were raised, and follow-up was negligible. Police presence in identified crime hotspots did not noticeably increase. Feedback mechanisms promised to participants have not materialised in any systematic form. In Nairobi's informal settlements, where insecurity remains acute, residents described the initiative as a consultation exercise that consulted without consequence.

This outcome is consistent with a broader pattern in Kenyan governance. Citizen engagement mechanisms — whether in health, education, or security — frequently function as legitimising rituals rather than genuine feedback loops. The 2010 Constitution created real institutional space for public input, but executive agencies have been inconsistent in taking that input seriously.

The Ministry of Interior has not published a formal evaluation of the programme's first year. No data has been released on crimes reported, response times, or community satisfaction. Without that baseline, there is no way to determine whether the initiative achieved anything beyond optics.

Effective security programming requires sustained investment, measurable targets, and genuine accountability when targets are missed. Kenya has enough policy frameworks and enough eloquent official language. What it consistently lacks is the follow-through that transforms announced initiatives into measurable improvements in people's daily safety.
