Bill 2024 meets a cost wall
CAF tabled the package before the National Assembly’s Committee on Social Protection, chaired by Thika Town MP Alice Ng’ang’a, for inclusion in the County Assemblies Pension Scheme Bill, 2024. The committee rejected all the financial incentives sought, according to the report — a blunt signal that expanded MCA entitlements will not ride the current Bill without a thinner fiscal design. For county treasurers already juggling wage bills, a 31 per cent employer match plus medical tail risk would have been a multi-year budget line, not a symbolic perk.
