At State House in September 2025, more than 10,000 teachers heard President William Ruto double the annual promotion budget from Sh1 billion to Sh2 billion and speak of at least 50,000 promotions a year. A year on, the Teachers Service Commission’s arithmetic lands at 34,016 — nearly 16,000 short — and Kuppet is calling the gap a broken commitment, Eastleigh Voice reported.

Kuppet secretary general Akelo Misori said the President was “very clear that 50,000 vacancies must be declared per year” to chip away at stagnation of more than 150,000 teachers. TSC replies that promotions are not free headcount: higher salaries, allowances and pension contributions mean the extra Sh2 billion only finances 11,866 grade moves, while another 22,150 would ride on vacancies when teachers leave service, for a combined 34,016 at about Sh6.333 billion.

What Sh2 billion buys — and what unions reject

Under the additional allocation, TSC plans 7,716 primary teachers from C1 to C2 (about Sh1.416 billion a year) and 4,150 secondary teachers from C3 to C4 (Sh584.1 million). Attrition-based promotions would use an expected 7,720 exits between 1 July 2026 and 30 June 2027 to move longest-stagnant staff. Kuppet rejects treating retirement holes as fulfilment of the 50,000 target and wants time-in-grade rules, especially at C3/C4, plus D2→D3 after three years to fill principal pipelines. It also wants January 2023–December 2024 JSS contract years counted, diploma progression beyond C2 into C3 per Naivasha understandings, publication of Presidential Award for Excellence beneficiaries, disability promotion data, and more than the 20 special-needs vacancies it says were reserved across grades.

Teachers reading TSC circulars will look for named vacancy lists, not only the 34,016 headline. Without a published bridge from 34k to 50k — or a formal presidential revision — the Walimu na Rais promise remains a political scoreboard item into the next budget cycle.
