
President William Ruto capped an intensive four-day European diplomatic sprint with a historic visit to Finland where he became the first African head of state to participate in the Kultaranta foreign-policy dialogue — securing a Nokia data centre agreement for Kenya and advancing an EU–Kenya data adequacy framework expected to be formally adopted by August-September 2026.
Brussels, Oslo, and Helsinki: Three Capitals, Multiple Deliverables
President Ruto launched the tour on June 8, 2026, in Brussels with an audience with King Philippe of Belgium. From Brussels, Ruto flew to Oslo where he addressed the Oslo Forum 2026 High-Level Public Event on June 9 and 10. The tour reached its headline-making conclusion in Helsinki on June 10 and 11, when Ruto met Finnish President Alexander Stubb and participated in the Kultaranta foreign-policy dialogue. The Nokia data centre infrastructure agreement for Kenya was the most commercially significant outcome.
What Comes Next
Kenya’s ICT Ministry and the ODPC must complete the technical alignment process with EU counterparts to finalise the adequacy framework ahead of the August–September adoption window. President Stubb has accepted an invitation to visit Kenya before the close of Q3 2026.
