The death of Professor Shem Oyoo Wandiga has removed one of the more quietly consequential figures in Kenyan public life — a scientist and policy architect whose influence on higher education extended far beyond the lecture halls where he built his academic reputation in environmental chemistry at the University of Nairobi.
Wandiga grew up in the Lake Victoria basin in circumstances that gave him an early and unambiguous understanding of what access to education meant in practical terms. He navigated a secondary school system still calibrating its capacity to produce graduates competitive at university level, and he carried that formative experience into decades of policy work marked by a particular concern for students whose backgrounds most closely resembled his own.
His most enduring contribution was as the lead technical architect of Kenya's reformed higher education funding model. The previous system, built around the Higher Education Loans Board, had accumulated structural failures over decades: chronic under-funding, uneven disbursement, and near-total exclusion of students from the most economically marginalised households. Wandiga worked to replace it with a means-tested framework intended to match financial support to demonstrable need rather than institutional seniority.
Securing a $60 million World Bank credit facility to underwrite the transition required sustained technical negotiation of a kind that generates no headlines but determines whether reform survives contact with fiscal reality. That credit line provided the financial foundation without which the new model could not have launched.
The system has not been without criticism. Implementation delays, unclear student communication, and concerns about means-testing accuracy have all drawn scrutiny. But the policy baseline on which current debates rest was substantially Wandiga's construction — a legacy that will outlast the controversies still surrounding its execution.
