Every person is special, born at different times with different unique features that are attributed to them specifically. Some people however are born with special needs, some include the inability to speak, see or walk. Due to this they are mostly marginalized as many people do not know how to treat them or communicate with them. In Kenya certain special steps have been taken to ensure that this margin is reduced. Kenya institution of Special education (KISE) is such an institution here in Kenya. Specifically set up to teach the Kenyan sign language to individuals who want to help cater for the needs of the deaf and dumb in society. Kenya institute of special education (KISE) was established in 1986 in conjunction with the ministry of education.

The program is tailored to ensure that those who undergo the course is adequate to teach and train persons with special needs as well as persons who want to assist and are interested in working with them like teachers, parents and other individuals in general. It has been designed in a special way and is suitable for people who are interested in becoming, Sign language interpreters and Braille transcribers. The program is suitable for people who are community based rehabilitation officers, counselors of people who work with people special needs, teachers who work in institutions for children with special needs, parents and siblings of people with special needs.
